Hi, thank you! Haha I'm not sure if I have a small community! I definitely have friends and mutuals on here, but I guess you mean visitors. Truth is, I've been here for a long time, and I was around when Neocities was really booming. I talked to a lot of webmasters via their site profile or through their chatbox/guestbook. But I was also authentic, like I wouldn't compliment someone when I didn't mean it-- and just for mutual support.
Talk to the webmasters of the sites you like, and curate your space. What gets people to want to consistently check out your site could be various things. Maybe you're really good at web design, or draw, or write, or are apart of a community and your followers are from there.
Still, I want to say that Neocities' connections aren't supposed to be chased like social media's. It's normal to want attention on your site but don't focus on it too much, and don't let it determine your sites worth. There are plenty of sites I've stumbled across and thought "Why isn't there more likes/views?"
Link back to your site in guestbooks and cboxes, have a button and maybe host others', and just hang around sites and webmasters you really love! If you want, there are forums and servers for indie webmasters but I don't really reccomend using discord for it, and if you can, stick to forums.
Good luck! And happy webmastering!!
